There is a learners:manage scope, but not really a way to take advantage of it. We would like to be able to sent a post request (after authentication of course) to add leaners and ideally be able to update learners' information as well.

Yes please, we would love to be able to make a learner active/inactive and lock the sync so that IDP's can't change the status back, all from API.
